Meet Rebecca Otey
Rebecca’s beauty journey started at just 17 years old, when she picked up a nail file and quickly became one of the most sought-after nail artists in her city—booked, busy, and brushing rhinestones with precision before most people even had a nailcare routine. Her artistry, work ethic, and magnetic energy laid the foundation for what would become a decades-spanning, purpose-driven career in beauty.
After catching the attention of industry leaders, Rebecca transitioned into the corporate beauty world, accepting a management role at a luxury salon on Capitol Hill in Washington, D.C. She later became an educator—and eventually Director of Education—for Mercantile Stores Company, Inc., where she trained spa professionals in 14 states, supporting 120 salons, 300+ technicians, and 14 educators. She was shaping the future of the spa world before TikTok trends even existed.
But the entrepreneur in her couldn’t be contained. Rebecca eventually returned to her first love: running her own business. She went on to open a successful nail salons, followed by an eyelash extension studio and a Brazilian waxing salon—proving that when it comes to beauty, there’s no lane she can’t dominate.
And just when you thought her résumé couldn’t get more impressive… Rebecca stepped into her Sisterlocks™ era.
She’s now the proud founder of Locked By Nature & Wax That!, Oregon’s only salon dedicated exclusively to all things Sisterlocks™, and the state’s official distributor of Sisterlocks™ products. As a Licensed Esthetician in both Oregon and Washington, and a Licensed Natural Haircare Practitioner, she brings over 35 years of experience to every consultation, every loc, and every client connection.
Rebecca is now building a team of elite Sisterlocks™ Practitioners to expand access to top-tier service at multiple price points. Her salon is more than a beauty destination—it’s a community built on authenticity, healing, and next-level hair freedom.

She’s the reason your appointment reminders are on point, your questions get answered fast, and your stylist stays on schedule. Basically, she’s our salon’s secret sauce.
You may not see her in the chair, but Avery’s always working to keep things running beautifully—with heart, humor, and next-level organization.
